Problem
Housing plans optimise where to add dwellings, but NDIS/SRS and aged-care support aren’t assessed alongside PT/schools—creating mismatches and “service deserts” for vulnerable residents.

Solution — BSSI + Social Impact Layer
We build a Build–Service Sync Index (BSSI) that fuses housing growth with service coverage, access and trust/quality. The NDIS/SRS & aged-care Social Impact Layer supplies the quality term: this weekend we use clearly-labelled proxies (e.g., complaints/audit hints or simulated values); in production it’s replaced by partial-audit transparency to generate a Social Impact Score.

Method (prototype)
BSSI = 0.5·Coverage + 0.3·Quality + 0.2·Access

Coverage: NDIS/SRS/aged-care providers per 1k residents (area-level).

Access: PT stops ≤800 m + nearby schools/amenities.

Quality: Social Impact Layer (proxy now → audited summary later).
Outputs: a map and ranked build-hotspot / service-coldspot list for councils & communities (optional scenario: +15% permits stress-test).
