Project Description


Proacta is a real-time workforce health insights tool that connects anonymised GP data, public health surveillance (ESR), and employer HR records to detect regional spikes in illness (e.g. flu, stress, gastro).

Employers receive 1-2 week advance warning, allowing them to:

Adjust rosters

Enable remote work

Deploy wellness support

This transforms New Zealand’s billions in digital health interoperability investments into tangible productivity gains — fewer sick days, better workforce planning, and measurable cost savings.

Description of Use This registry provides the technical baseline for Proacta’s health data integration. We will leverage these FHIR profiles to ensure our system aligns with national standards—enabling secure, interoperable data exchange (e.g., tagging anonymized GP events, linking to workforce insights) while maintaining compliance with NZ’s digital health ecosystem.

Description of Use Supplementary early signal to triangulate ESR surveillance and employer HR signals in Proacta.

Description of Use Weather context (e.g., cold snaps, severe weather) to help explain or forecast spikes in respiratory illness-related absences in Proacta.

Description of Use It provides government context on sickness-related work absence at a national level. While HLFS does not publish average sick days or cost estimates, it will supports Proacta’s modelling by validating the number of employees temporarily away from work due to illness.

Description of Use It will use to simulate regional illness spikes (flu, RSV, COVID) in Proacta. These signals will integrated into our system to show how employers could receive early warnings linked to workforce distribution.

Description of Use Used as the baseline absenteeism dataset for Proacta. We applied the 2022 estimate of $2.86B in absenteeism costs and 5.5 sick days per employee to model potential savings (5–10% reduction) achievable with Proacta’s early warning system.
