Cut through the maze of overlapping rules


How might we help businesses and individuals identify and navigate overlapping or conflicting regulations within and/or across local, state, and federal levels of government?

Australia’s regulatory environment is complex, with laws and requirements spread across local, state, and federal jurisdictions. For businesses and individuals alike, understanding ‘who regulates what’ can be frustrating and time-consuming - especially when regulations overlap, duplicate each other, or conflict across agencies.
Whether it’s multiple reporting obligations, cybersecurity or workplace safety, navigating compliance can feel like solving a puzzle without a map. In fact, just identifying which regulators apply to a specific location, industry or activity is a challenge in itself.

This GovHack challenge invites participants to explore how open data, smart design, and digital tools could make it easier to understand, visualise, and navigate Australia’s regulatory landscape.
Let’s make regulation more transparent, navigable and user-friendly.

Participants are encouraged to explore solutions that improve how people discover and navigate regulatory obligations within and/or across jurisdictions. Participants can take this challenge as narrow or broad as they like by focussing on a specific activity and/or a particular jurisdiction. Solutions may be technical (e.g. web apps or chatbots), conceptual (e.g. frameworks or maps), or data-driven (e.g. harmonised datasets or visualisations).

Bonus points for ideas that are consistent with the AI Technical Standards design statements (see https://www.digital.gov.au/policy/ai/AI-technical-standard/technical-standard-governments-use-artificial-intelligence-design).

Eligibility: Contestants must use at least one Commonwealth dataset and may also choose to integrate it with state and/or local government datasets. In cases where AI is used, additional bonuses will be awarded for conforming with the AI Technical Standards design statements.

Entry: Challenge entry is available to all teams in Australia.
